There are always some interesting monuments scattered around the most unlikely spots. This one was just a short ways from a picnic area I visited.
The plaque said it was dedicated to a local man who was a founding impetus for some sort of education effort...I think. My Icelandic is not so great. Could be he (or she) was a great plumber.
