The park was created in the years 1961-1964 in areas occupied by the Jewish ghetto during the occupation. The monument was unveilied on May 9, 1971, on the 26th anniversary of the victory over fascism . The monument was created to commemorate the children murdered in the so- Preventive police security camp for Polish youth in Lodz ( Polen-Jugendverwahrlager der Sicherheitspolizei ), the Children's Concentration Camp. The monument was created on the initiative of the students of the School for the Deaf Children in Przemysl. Every year June 1 , International Children's Day at 12.00 in front of the monument are celebrations attended by members of the Circle of Former Prisoners of Hitler Concentration Camp for Children and Youth in Lodz.
