Potosi is the highest city in the world, sitting up at 4,060m above sea level. At this altitude there is only 63% oxygen in the air compared to sea level which makes any exercise a whole lot harder. The rain that had started last night hadn't stopped and it didn't look like it would anytime soon. The rain was so bad in fact, the WiFi would even work.
