Chief of Staff Ismay was the person who figured out how to fit out the rooms in a big hurry.
He had 2 other vital roles: 1. the link between the PM & the heads of the 3 war services & 2. Deputy Secry of the Cabinet. So he was directly linked to the political & military sides of the war.
