This is James Craig, the architect, winner of Edinburgh's competition for the new build.
Plots of land were sold on a perpetual lease, or "feued". This way, they could control that the owners conformed to the new codes. This idea of town planning was very new at the time. Sounds like buying a house with a Historic Charleston Foundation easement, doesn't it?
