The debris is seagrass wrack. Like Rottnest, there are large fields of it in the shallows, which is valuable to reduce erosion and provide shelter for little critters. During winter storms it gets washed onto the beaches, sometimes up to a metre thick, and composts until the next big sea takes it back out.
